Deputy Foreign Minister Yannis Valinakis concluded his visit to Canada (from 17 to 20 October). Mr. Valinakis represented Greece at the proceedings of the 12th Francophonie Summit in Quebec, which discussed current international developments and member state cooperation in a series of important areas.

“Greece participates actively in “La Francophonie”, a forum which does not only discuss language issues, but also all the major issues that are of concern to the world. And for that reason, it is important to join our forces, in all the areas where there can be more synergy and cooperation,” pointed out Mr. Valinakis following the conclusion of the summit's proceedings. Particularly, with regard to the financial crisis, Mr. Valinakis stressed the need for cooperation between EU member states, and also the need for broader cooperation with a view to heading off this crisis in the best possible manner, avoiding uncoordinated policies. There was also a discussion at the Summit on how to achieve cooperation on the environment in practice. “As an insular country, Greece – along with other insular countries represented at the Francophonie summit – has an interest in cooperating on several other areas, such as Euro-Mediterranean Partnership projects, where France already plays a leading role and in which other Mediterranean countries are participating actively,” stressed Mr. Valinakis. He also mentioned the negative implications of the Caucasus crisis and the credit crunch in his speech. He then commented on the potential dynamics of these crises and highlighted the timely intervention of the French Presidency. With reference to the region of Kosovo, he said that the region's European perspective is a secure path and it is within this framework that Greece is offering its support. Finally, he mentioned the importance of the environment with a view to achieving sustainable development, and stressed that fact that “in the Mediterranean region, we are already experiencing the impact of climate change” mentioning the recent forest fires in Greece. He also stressed the need to promote certain projects under the Euromediterranean Partnership.

Mr. Valinakis met with the Foreign Minister of the Democratic Republic of the Congo, Mr. Antipas Mbusa Nyamwisi, with whom he signed a joint statement on Congo’s stance on the name issue of FYROM – in accordance with relevant UN resolutions. Furthermore, Mr. Valinakis had a series of meetings with other counterparts, with whom he discussed issues of Greek and international interest.

On Monday, 20 October, Mr. Valinakis visited the offices of the International Civil Aviation Organization in Montreal, where he met the President of the Council of ICAO, Mr. Roberto Kobeh Gonzalez, and the Organization’s Secretary General, Dr. Taieb Sherif.  He discussed issues under the ICAO’s competencies as well as prospects of dynamic development in the field of air transport over the next decade, stressing the ICAO’s important role. Mr. Valinakis pointed out that our country respects ICAO recommendations and prerequisites, and that it participates actively in drawing up a global strategy. With reference to Turkey’s stance, he stressed the need for international air traffic rules to be respected, and said that any actions in the opposite direction are undermining the safety of flights, one of the ICAO's strategic objectives.
