A disagreement between the two major parties, governing New Democracy and main opposition PASOK, is dashing hopes that the Diaspora vote will be ratified within 2008. The September 9th disagreement broke out during a meeting at the Greek Foreign Ministry chaired by foreign minister Dora Bakoyannis.
The party
representatives at the meeting were unanimous on the need to give
voting rights to Greeks abroad, but not on the bill itself. The
immediate threat to the bill is that it may not secure the required
two-thirds parliamentary majority. The government?s will to present a new proposal leading to the approval of legislation that will allow overseas Greeks to vote in Greek national elections was expressed by Interior Minister Prokopis Pavlopoulos accusing the main opposition party of PASOK of being responsible for the delay in passing the law in question as dictated by the Constitution. Pavlopoulos stressed that the 2001 Constitutional revision includes a provision making imperative the approval of an executive law on the overseas Greeks? vote thus allowing them to participate in the countrys political life. Expressing opposition to the bill, PASOK representative Andreas Loverdos said that it contains a number of technical problems. Among these are a disagreement on the timing of the expatriate elections, to be specified by a presidential decree, and a further one that concerns the stage at which the expatriate votes will be counted. The bill specifies that these will be counted during seat allocation, but PASOK believes that this will lead to a distortion of the electoral result. The representatives of the opposition expressed disagreement and rejected the government proposal declaring, however, their support to the Greek expatriate voting rights. Achileas Kantartzis (KKE) stated that the draft law in question allows for a factitious and limitless expansion of the electorate leading inevitably to the adulteration of the Greek peoples will. Fotis Kouvelis (SYRIZA) stated that his party supports the overseas Greeks voting rights under the precondition that they will be represented by specific parliament deputies. Adonis Georgiadis (LAOS) expressed regret for the disagreement between the two major political parties, stressing that hopefully the disagreement will be temporary and they will be able to keep the promises made to the Greek expatriates.
